The Department of Homeland Security

On Monday November 25 President Bush signed the Homeland Security Act, creating at the stroke of a pen the largest bureaucratic reorganization in over 50 years. Former Pennsylvania Governor Tom Ridge will head the new cabinet level post which will oversee the merging of 170,000 federal workers from 22 diverse agencies.

The bipartisan bill was signed at precisely 12:44:53 pm, and a horoscope set for this moment shows the far-reaching mandate for this new bureaucracy. Saturn, the natural ruler of bureaucracies, is conjunct the fourth house cusp (the IC) where it reigns supreme over all domestic situations. Saturn is in the information sign of Gemini, describing the agency's mission as the collection and consolidation of important information, and protecting the nation's transportation and communications systems.

Saturn is militarily supported by a trine to Mars in Libra and an additional trine to Uranus in Aquarius, completing a Grand Trine that ensures a self-perpetuating system. The Sun, Moon and Ceres Rising form another Grand Trine in fire signs, indicating the people who work on this bureaucracy will be filled with plenty of enthusiasm and ideas to keep the system alert and powerful.

This chart does show some dynamic tensions. The Moon opposes Neptune. This may indicate that the Homeland Security Department could become overwhelmed by confusion due to the complexity of the merging process and/or be infiltrated by terrorists. Also, Saturn squares Vesta (governing loyal, dedicated workers) near the Descendant, pointing to a turf conflict between this department and consumed agencies, or other agencies not incorporated under its mandate, like the CIA and FBI.

The Rendlesham File

Over the weekend the British government announced it will release the infamous "Rendlesham File", the official U.K. report detailing eyewitness accounts of a brilliantly lit spaceship landing near a British military base. The first of several related sightings took place at 3:00 am on December 26, 1980 near Woodbridge England, and a horoscope drawn for this moment shows why this particular sighting should gain nearly as much attention as the Roswell Incident.

Jupiter and Saturn are virtually exactly conjunct, reflecting the important social and political dynamics surrounding this "contact." Pluto, the ruler of the chart, is hidden in the 12th house of secrets. Pluto squaring Mars in the third house of information describes military secrecy and cover-up. Neptune is not prominent in this chart, indicating that the witnesses did not mistakenly identify a nearby lighthouse as the UFO.

Comparing the Rendlesham case to the 1801 U.K. horoscope (set for 12:00 am; London) further clarifies the importance of this UFO incident. Note that the Jupiter-Saturn conjunction sits right on the U.K. Ascendant where it also squares the U.K. Sun and Midheaven, and forms a hard aspect to the U.K. Mars. Small wonder that the British Ministry of Defense was so concerned.

Over the last two years, as transiting Saturn and Pluto aligned with the U.K. Mercury, many UFO experts pushed for a U.S.-styled Freedom of Information Act. They were convinced that the government's claim for secrecy for national security reasons was unfounded. Now the Act is in place, and the Rendlesham File is appearing under a storm of controversy as transiting Pluto forms its final conjunction with the U.K. Mercury.

From Ozzie Nelson to Ozzie Osbourne

The great American story The Wizard of Oz informs us that "There's no place like home." For a nation born under the sign of Cancer, this sage advice has taken some odd twists and turns over the last few decades as the American family shifted from the ideal represented in the 1950s TV sitcom "The Adventures of Ozzie and Harriet Nelson" to the reality TV show as depicted on MTV's "The Osbournes".*

Ozzie Osbourne, the nominal leader of the Osbourne family, was born a blunt Sagittarius (December 3, 1948; Birmingham, Eng; time unknown). Like many baby boomers, he was born with Saturn square Chiron, a challenging aspect often accompanied by an absent or emotionally unavailable father. In Ozzie Osbourne's case, a Mars-Jupiter conjunction opposes Uranus, leading to a radical, even revolutionary approach to traditional standards.

Ozzie Nelson was born with his Sun in faith-oriented Pisces (March 20, 1907; Jersey City, NJ; time unknown). With Jupiter and Neptune, the two religious planets, in the family-oriented sign of Cancer, Ozzie Nelson epitomized the classic nuclear family. With Mars in Sagittarius squaring Saturn and opposing Pluto, Ozzie Nelson began early in expressing his adventurous spirit. He still holds the record for being the youngest person (at 13) to receive his Boy Scout Eagle badge.

Ozzie Osbourne was celestially designated to revolutionize Ozzie Nelson's image since his Uranus exactly squares O.N.'s Sun. Curiously, both Ozzie's have a very tight Mercury-Saturn aspects, perhaps reflecting their mutual mastery over music, and the significance of their TV dialogue in shaping American family values.
